Job Description

Job Summary

Planned, develop, and manage construction projects from start to finish. Prepare specifications, and proposals, solicit and review bids for projects. Conduct field inspections, manage budgets, and coordinate work with existing programs. Ensure compliance with specifications, and federal, state, and local housing codes and guidelines.

Essential Job Functions

  1. Manage modernization and construction projects
  • Perform field inspections of construction sites to ensure compliance with plans and specifications
  • Develop specifications for use in proposal solicitation and contract documents
  • Prepare estimates to determine project feasibility and for budget recommendations
  • Assist in reviewing bids, evaluating proposals, and selecting contractor
  • Review construction plans and drawings by reading and interpreting plans, specifications, codes, and ordinances
  • Prepare schedules for the implementation and completion of construction projects
  • Develop and write detailed scope of work descriptions for specific construction projects
  • Coordinate the approval process for materials and supplies
  • Interview workers for earned wages determination
  • Monitor contractor payrolls to ensure wage rate compliance, and issue wage decisions from the Department of Labor, as needed
  • Review is written and graphic materials such as architectural drawings, building codes, zoning maps, project specifications, utility plans, lead and asbestos reports, topographic maps, electrical drawings, and field reports
  • Prepare inspection reports, estimates, the scope of work descriptions, and field reports
  • Review, evaluate and approve all requests for payment
  • Assist in solving problems at properties by determining causes and designing solutions
  • Inspect elevators to ensure compliance with applicable laws, rules, regulations, and codes
  • Act as liaison between Authority and HUD regarding labor standard compliance
  • Prepare reports as needed

Minimum Qualifications

Bachelor’s degree in engineering, architecture, construction science, or related field, plus five years of responsible experience in construction work involving local codes, writing specifications, drafting, and interpretation of plans and specifications, or an equivalent combination of education and experience. Familiarity with AIA and HUD standards and formats preferred.

Required Knowledge, Skills, and Abilities

  • Knowledge of HUD’s Uniform Physical Condition Standards (UPCS)
  • Knowledge of housing and construction inspection procedures and techniques
  • Knowledge of HUD’s Modernization Standards
  • knowledge of HUD’s and JHA’s Contracting and Procurement Policies and Procedures
  • Knowledge of Lead-Based Paint and Asbestos regulations
  • Knowledge of the Public Housing Assessment System (PHAS)
  • Knowledge of local and state building codes including construction, plumbing, electrical, fire, and safety codes and regulations
  • Knowledge of the meaning and use of words and terms related to construction and contracts
  • Knowledge of architectural design
  • Ability to plan, administer and coordinate rehabilitation, modernization, and construction projects
  • Ability to use a computer to generate statistical and other reports
  • Ability to communicate with residents, contractors, vendors, and other employees
  • Ability to prepare statistical, maintenance, and technical inspection reports
  • Ability to read and interpret specifications, blueprints, and all inspection procedures and requirements
  • Ability to prepare construction cost estimates
  • Ability to analyze bid forms, prepare costs estimates and cost analyses

Physical Demands

Work is principally active. Special physical demands are required, including the ability to repeatedly lift and pull up to 50 lbs., bend, kneel, climb ladders, and do other strenuous activities. Must have the ability to operate a pickup truck and van safely and legally. Must be able to work in adverse Florida weather conditions which include extreme heat and humidity in the summer and cold in the winter. Much of the work will be done in environments that do not have air conditioning or heating. The work involves normal risks or discomforts associated with a skilled trade position.

Other: Must be insurable by JHA’s insurance and possess a valid driver’s license.
