Job Description

Position Summary

We are seeking a skilled and entrepreneurial Estimator with specialized experience in electric and gas utility infrastructure. This role plays a key part in securing utility contracts, ensuring regulatory compliance, and supporting long-term partnerships. The ideal candidate brings a methodical, stakeholder-conscious approach and understands the logistical, environmental, and operational nuances of utility work.

Key Responsibilities

Estimating & Cost Analysis

Prepare detailed cost estimates for civil scopes tied to pipelines, substations, transmission, underground distribution, vaults, duct banks, transformer pads, switchgear foundations, and trenchless installations

Analyze labor, equipment, logistics, production rates, and material costs to prepare timely and accurate bid estimates while ensuring profitability

Estimate pricing for new projects and change orders on existing contracts

Coordinate with field supervisors to validate constructability and sequencing assumptions

Track scope changes and update estimates to reflect evolving utility requirements

Maintains the estimating database for the company

Ensure that all cost estimates are accurate and provide contingency recommendations

Stakeholder Engagement & Collaboration

Attend pre-bid meetings and site walkdowns to assess project site conditions

Collaborate with utility engineers, project managers, and procurement teams to align estimates with the client's operational needs

Present estimates and proposals to clients, internal stakeholders, and regulatory bodies

Business Development

Establish and maintain relationships with owners, general contractors, and suppliers

Support proposal development for electric and gas utility clients

Identify emerging utility opportunities and contribute to go/no-go decisions

Develop client-specific estimating strategies to enhance win rates and profitability

Qualifications

Minimum of 8 years of years of civil estimating experience, with 2+ years in utility-related projects

Ability to read and comprehend project bid instructions and specifications

Extensive knowledge and field experience associated with excavation, concrete construction, concrete footings, structural slabs, and foundations and other civil scopes

Proficiency in estimating software

Ability to interpret utility drawings, detailed prints, civil site plans, and other specifications to develop conceptual, lump sum, or unit pricing bids

Strong verbal and written communication skills for dealing with utility staff, contractors, suppliers, purchasing, sales and others

Familiarity with utility safety standards, environmental regulations, and stakeholder protocols

Bachelors degree in construction management, civil engineering, or related field preferred; or equivalent experience
